Clarifies that "person" under the California Seed Law includes corporations, in addition to individuals, partnerships, trusts, and cooperative associations.

Defines "neighbor" for seed labeling exemptions as a person living within 3 miles of another, limiting the occasional sale exemption for seed grain.

Prohibits cities, counties, and districts from adopting or enforcing ordinances regulating plants, crops, or seeds after January 1, 2015, without Secretary of Food and Agriculture consent.

Expands the Secretary's authority to adopt lists of plants and crops grown in the state, removing the limitation to only "agricultural or vegetable seed."

Requires labeling requirements for coated, pelleted, or encapsulated seeds to inform purchasers of the actual amount of seed being purchased.
