Allows courts to reduce certain felony convictions to misdemeanors if a defendant has not been convicted of any new offenses within 5 years following release from custody and is not currently subject to probation or mandatory supervision, upon the defendant's application.

Excludes violent felonies listed in Section 667.5, serious felonies listed in Section 1192.7, and sex offenses requiring registration under Section 290 from felony-to-misdemeanor reduction.

Does not authorize judges to relieve defendants of sex offender registration requirements under Section 290.
