Prohibits employers and entities providing utilization review from requesting or accepting compensation or other things of value that create conflicts of interest with their utilization review duties.

Requires the Administrative Director of the Division of Workers' Compensation, in consultation with the Commission on Health and Safety and Workers' Compensation, to adopt regulations implementing the conflict-of-interest restrictions.

Applies to all utilization review processes that prospectively, retrospectively, or concurrently review and approve, modify, delay, or deny medical treatment recommendations based on medical necessity.
