Caps annual wine sales at 5,000 gallons per winegrower across all certified farmers' market sales permits, with annual reporting required to the Department of Alcoholic Beverage Control.

Sets permit fee at fifty dollars ($50), subject to adjustment, with fees deposited in the Alcohol Beverage Control Fund.
