Designates medical technical assistant series employees of the Department of Corrections and Rehabilitation as peace officers authorized to carry firearms while not on duty.

Extends the same authorization to medical technical assistant series employees designated by the secretary and employed by the State Department of State Hospitals.

Requires peace officers carrying firearms off-duty to meet training requirements under Section 832 and qualify with firearms at least quarterly.

Allows the Department of Corrections and Rehabilitation to provide reasonable access to ranges for officers to qualify for off-duty concealed firearm carrying during their own time.
