Authorizes school districts and county boards of education to include compliance with federal Title IX gender equity requirements as a measure of school climate in their local control and accountability plans, effective January 1, 2018.

Permits measurement of Title IX compliance through tracking the total number of pupils by gender participating in interscholastic athletics.

Makes this gender equity measure optional for school districts and county boards of education to include in their accountability plans.

Requires local control and accountability plans to be updated annually and maintained for three-year periods, with consultation from teachers, administrators, parents, and pupils.

Incorporates coordinating amendments with Assembly Bill 1599 regarding English language development standards if both bills are enacted before January 1, 2015.
