Extends the deadline for local entities to accept applications for employee certifications related to tax credits from January 1, 2015 to January 1, 2015, while providing until January 1, 2016 to issue the certifications.

Applies to certifications under the Personal Income Tax Law and Corporation Tax Law for hiring credits for qualified employees within enterprise zones and local agency military base recovery areas.

Allows local entities formerly authorized to issue certifications for qualified employees, qualified disadvantaged individuals, or qualified displaced employees to continue processing applications under specified Revenue and Taxation Code sections.

Declares the act an urgency statute that takes effect immediately upon enactment.
