Requires the Board of State and Community Corrections to collect and analyze recidivism data on persons receiving felony sentences under Penal Code Section 1170(h)(2) or (5) or placed on postrelease community supervision on or after July 1, 2015.

Mandates recidivism data collection in consultation with the Administrative Office of the Courts, California State Association of Counties, California State Sheriffs' Association, and Chief Probation Officers of California.

Requires data to include recidivism rates for offenders at one, two, and three years after release in the community, as data becomes available.

Requires the board to publish collected data on its Internet website on a quarterly basis beginning September 1, 2016.

Establishes that "recidivism" shall be defined consistently with the definition developed by the board pursuant to existing provisions on key term definitions.
