Maintains county authorization to establish Community Corrections Performance Incentives Funds for implementing felony probation supervision, risk management, and offender reentry programs.

Requires probation departments to spend at least 5 percent of allocated funds on evaluating program effectiveness, with ability to petition for waiver if adequate evaluation funding already exists.

Specifies that community corrections funds support evidence-based practices including risk assessments, intermediate sanctions, supervision, and rehabilitation programs such as drug treatment and job training.
