Requires the Department of Motor Vehicles to properly record diacritical marks on all drivers' licenses and identification cards

Directs the State Registrar, Secretary of State, and Department of Motor Vehicles to develop procedures for other reasonable requests relating to names on their respective documents

Establishes legislative findings that diacritical marks are significant for proper pronunciation and meaning of names, and reflect familial and cultural traditions
