Requires the Energy Commission and Public Utilities Commission to jointly conduct a baseline study by January 1, 2017, measuring plug-in equipment energy usage during 2014 in residential and commercial sectors.

Mandates development of a coordinated implementation plan to achieve a 25-percent aggregate reduction in residential household energy consumption and a 40-percent reduction per square foot of commercial space by 2030, with biennial intermediate targets.

Defines "plug-in equipment" as electrical devices that plug into power outlets, including appliances, consumer electronics, and power tools, while excluding industrial data center equipment, built-in HVAC systems, electric vehicles, and medical devices.

Authorizes the two commissions to jointly increase or decrease the reduction targets if they determine the goals are unattainable, uneconomic for ratepayers, or too conservative, with required legislative notice if changes result from unforeseen technology or market developments.

Requires the Energy Commission to report on progress toward meeting reduction targets as part of the biennial integrated energy policy report.
