Requires elections officials to visually verify that signatures do not match before rejecting vote by mail ballots, mail ballot precinct ballots, or provisional ballots when signature verification technology indicates a mismatch.

Allows elections officials to compare ballot signatures against the voter's affidavit of registration, previous affidavits, or official forms containing the voter's signature that are part of the registration record.

Clarifies that signature variations caused by substituting initials for first or middle names shall not be grounds for ballot rejection.

Moves the start date for processing vote by mail ballots from the seventh business day before the election to the 10th business day before the election for jurisdictions with necessary computer capability (if SB 29 is also enacted).

Requires reimbursement to local agencies for state-mandated costs as determined by the Commission on State Mandates pursuant to Government Code Part 7.
