Extends the Placer County Integrated Health and Human Services Program indefinitely by removing the July 1, 2016 inoperative date and January 1, 2017 repeal date

Authorizes Placer County to implement an integrated health and human services system that combines intake, service delivery, administration, and accountability across multiple departments

Permits integration of services including adoption, child welfare, mental health, employment, housing, public health, and drug/alcohol services, but excludes dental care

Requires federal and state approval for the program and prohibits any reduction in federal funding, state funding, or General Fund expenditures

Grants state departments authority to waive regulations regarding service delivery methods and reporting to support the program's integrated service goals
