Authorizes the City of Milpitas to allow controlled gambling within its city limits if approved by a majority of voters in a local measure complying with state law requirements.

Permits only existing gambling establishments licensed and operating in Santa Clara County on or before January 1, 2013 to relocate to Milpitas from another Santa Clara County location.

Requires relocating gambling establishments to obtain a city license and provide the California Gambling Control Commission and Department of Justice with at least three months' notice before moving to Milpitas.

Directs the commission and department to authorize the relocation if conditions are met, effectively carving out an exception to the statewide moratorium on expanding legal gambling that exists until January 1, 2020.

Establishes that the city's financial crisis—including $220 million in deferred infrastructure improvements, 110 laid-off employees since 2011-12, and unfilled police and firefighter positions—justifies this special statute as gambling tax revenues could fund staffing, infrastructure, and economic development.
