Requires general municipal and general district elections held on or after July 1, 2015, to be held on the first Tuesday after the first Monday in June of even-numbered years, or the first Tuesday after the first Monday in November of odd-numbered or even-numbered years.

Eliminates established election dates in March and April, and modifies the June election date to occur only in even-numbered years instead of each year.

Prohibits elections in counties of the first class from being held on the same day as statewide elections if the board of supervisors denies consolidation based on ballot style, voting equipment, or computer capacity concerns.

Exempts elections held prior to July 1, 2015, and elections in districts with runoff provisions from these new requirements.

Requires city and district governing boards to adopt resolutions establishing new election dates by July 1, 2015, and county elections officials to notify registered voters of election date changes by August 1, 2015.
