Requires the State Superintendent of Public Instruction to develop a five-year plan for expanding cradle-to-career initiatives throughout California in collaboration with state agencies, community organizations, and other stakeholders.

Plan must include descriptions of effective cradle-to-career components, successful models with impact measurements, implementation strategies, funding methods, and recommendations for supporting regional coalitions.

Directs the Superintendent to prioritize the state's most distressed neighborhoods and communities in the expansion of cradle-to-career initiatives.

Requires the Superintendent to submit the plan to the Legislature by December 1, 2016, with authority to use state and/or federal funds or seek grants and donations to implement the plan.

Defines cradle-to-career initiatives as collaborative school and community programs that align resources and focus on child health, academic achievement, family support, safe neighborhoods, and college and career opportunities.
