Eliminates the Community College Faculty and Staff Development Fund and replaces it with the Community College Professional Development Program administered by the Board of Governors.

Requires funding appropriation for the program to be allocated to community college districts that provide professional development opportunities for both faculty and staff, distributed according to board-adopted rules and regulations.

Removes the previous 2% cap on the maximum allocation a community college district could receive from the fund.

Requires community college districts receiving funding to count employee time spent in professional development activities toward their contractually obligated work hours.

Maintains existing requirements that districts submit affidavits certifying they have campus advisory committees, completed human development resources plans, and documented prior-year faculty and staff development expenditures.
