Extends the application deadline for Cal Grant A and B Entitlement awards by one year, beginning with the 2015-16 award year and continuing thereafter.

Allows applicants to submit complete financial aid applications no later than March 2 of the second academic year after high school graduation (instead of the first or second year after graduation under previous law).

Permits awards to commence in the academic year immediately following the application submission, rather than requiring application in the year of or immediately following high school graduation.

Maintains all other Cal Grant A and B eligibility requirements, including GPA minimums (3.0 for Cal Grant A, 2.0 for Cal Grant B), financial need demonstration, and income/asset limits.
