California Rehabilitation Oversight Board must examine the Department of Corrections and Rehabilitation's programs including mental health, substance abuse, educational, and employment services for inmates and parolees.

Board must examine the department's efforts to assist inmates and parolees in obtaining postrelease health care coverage, beginning January 1, 2015.

Board shall submit annual reports to the Governor and Legislature by September 15, including findings on treatment effectiveness, rehabilitation gaps, and recommendations for program modifications, additions, or eliminations.

Board must meet at least twice annually and may submit additional reports during the year as necessary.
