AB 2577 Summary

• Authorizes supplemental Medi-Cal reimbursement for paramedic services at a rate equal to cost for eligible government-operated ground emergency medical transportation providers.

• Requires the Department of Health Care Services to develop and implement an intergovernmental transfer (IGT) program to increase capitation payments to Medi-Cal managed care plans for ground emergency medical transportation services, effective January 1, 2015.

• Limits supplemental reimbursement eligibility to providers owned or operated by the state, counties, cities, fire districts, special districts, community services districts, health care districts, or federally recognized Indian tribes.

• Requires Medi-Cal managed care plans to pass through 100% of increased capitation payments to eligible providers for ground emergency medical transportation services.

• Makes participation in both the supplemental reimbursement program and IGT program voluntary for eligible providers and requires federal approval before implementation.
