Amends Public Utilities Code Section 2827.8 to expand wind energy co-metering eligibility for the United States Marine Corp Logistics Base, Barstow, allowing generating capacity up to 1.5 megawatts instead of the standard limit of one megawatt.

Requires eligible customer-generators using wind energy co-metering to install meters capable of measuring electricity flow in both directions with time-of-use measurements, with the customer responsible for installation costs unless government or utility incentives apply.

Establishes that electricity consumed from the utility is charged at standard rates while electricity generated and provided to the utility receives credits based on the generation component of applicable rate structures.

Applies to wind turbine installations with capacity greater than 50 kilowatts, unless the electric utility approves a different capacity limit.
