AB 2585 Summary

• Requires county superintendents and county boards of education to review and respond to state Superintendent recommendations on disapproved budgets at regularly scheduled meetings by September 8, rather than holding separate public hearings and submitting revised budgets.

• Requires school district governing boards to review and respond to county superintendent recommendations on conditionally approved or disapproved budgets at regular board meetings by September 8, in conjunction with the county superintendent.

• Eliminates the alternative budget review process that county offices of education and school districts could elect to use.

• Requires public hearings on school district budgets to be conducted in accordance with Section 42103 and mandates school districts disclose combined fund balances exceeding the state-recommended reserve for economic uncertainties.

• Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
