Establishes the Homeless Youth Basic Material Needs Assistance Program to provide school supplies, dental supplies, hygienic products, shoes, clothes, blankets, and other basic material needs to homeless youth.

Requires the State Department of Social Services to allocate appropriated funds proportionally to each county that elects to establish a program based on the number of homeless youth in that county.

Allows counties to pool allocations and jointly establish a program with one or more other counties.

Requires each program to solicit proposals from and contract with nonprofit organizations to provide assistance, prioritizing partnerships with local education agencies and school supplies/dental supplies distribution.

Requires contracted nonprofits to consult with children and family commissions if the program includes homeless youth ages birth to 5 years, and encourages nonprofits to provide at least a 20-percent match for program funds.
