Requires business enterprises with gross annual revenues exceeding $25,000,000 participating in state board programs funded by the Greenhouse Gas Reduction Fund to report annually on their procurement programs for women, minority, and disabled veteran business enterprises.

Defines "women business enterprise," "minority business enterprise," and "disabled veteran business enterprise" as entities at least 51 percent owned and controlled by members of those groups.

Mandates reports be submitted in electronic format as determined by the state board and made publicly available on the state board's website.

Does not apply to business enterprises participating in programs administered by governmental agencies other than the state air resources board.
