AB 2600 Summary

• Renames the Measurement of Academic Performance and Progress (MAPP) to the California Assessment of Student Performance and Progress (CAASPP) and makes conforming changes throughout the Education Code.

• Establishes CAASPP as a comprehensive statewide assessment system composed of consortium summative assessments in English language arts and mathematics (grades 3-8 and 11), science assessments (grades 5, 8, and 10), California Alternate Performance Assessment, and the Early Assessment Program.

• Requires the Superintendent to develop and submit a five-year cost projection and implementation plan for CAASPP, including recommendations on expanding assessments to additional subjects and grade levels by March 1, 2016.

• Authorizes the Superintendent to develop a primary language assessment in languages other than English aligned to English language arts standards, with recommendations to the state board by 2016-17 school year if funding is provided.

• Maintains privacy protections for individual pupil test results while allowing release to postsecondary institutions for credit, placement, or admission purposes, and permits authorized researchers to access CAASPP data in compliance with federal and state privacy laws.
