Prohibits the California Health Benefit Exchange board from assessing charges on qualified health plans or supplemental coverage on or after January 1, 2016, unless enacted as a statute.

Prevents the board from increasing any existing charges on qualified health plans or supplemental coverage after January 1, 2016, unless the increase is enacted as a statute.

Charges previously allowed under existing law as "reasonable and necessary" to support Exchange development, operations, and cash management now require statutory authorization if imposed or increased after January 1, 2016.

Maintains the existing requirement that carriers charge the same premium rates for qualified health plans whether offered inside or outside the Exchange.
