Creates exception allowing persons other than prescription holders to possess controlled substances if authorized by the prescription holder and intending only to deliver the substance for prescribed use or lawful discard.

Amends Health and Safety Code Sections 11350 and 11377 to add the authorization exception to controlled substance possession prohibitions.

Clarifies that the exception does not permit use of the controlled substance by non-prescription holders or permit distribution or sale inconsistent with the prescription.
