Requires every city police officer and deputy sheriff at supervisory level and below with field or investigative duties to complete an elder and dependent adult abuse training course within 18 months of assignment, certified by the Commission on Peace Officer Standards and Training.

Adds legal rights of and remedies available to victims of elder or dependent adult abuse as a required training subject, including emergency protective orders, move-out orders, and temporary restraining orders.

Requires the Commission on Peace Officer Standards and Training to consult with the Bureau of Medi-Cal Fraud and Elder Abuse, local adult protective services offices, and the Office of the State Long-Term Care Ombudsman when producing new or updated training materials.

Establishes that new or updated training materials must address the jurisdiction and responsibility of law enforcement agencies, the definition of protected classes including persons with disabilities, and other relevant laws.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code Part 7.
