Allows Orange County Board of Supervisors to appoint an alternate member for the 4th, 5th, 6th, and 9th positions on the county retirement board by majority vote resolution.

Requires the alternate member to be a qualified county elector with no connection to county government and grants them a concurrent term with the 9th member.

Permits the alternate member to vote only when the corresponding board member is absent and authorizes them to fill any vacancy until a successor is appointed.

Entitles the alternate member to equal compensation for meeting attendance and the same rights, privileges, responsibilities, and committee participation as their counterpart board member.

Prohibits the alternate member from serving unless approved by a majority of county electors in Orange County.
