• Updates the definition of "voting machine" to mean any electronic device (including optical scanners and direct recording systems) that records votes electronically and generates printouts or tangible human-readable records showing vote totals for each candidate and measure.

• Requires precinct boards counting votes on voting machines to complete a certificate of performance and post results of votes cast forms, with protections for voter privacy when fewer than 10 ballots are cast on any single machine.

• Modifies precinct board closing procedures to require locking of voting machines and compliance with new certificate and posting requirements, consolidating voting machine procedures into Section 15250.5.

• Repeals obsolete statutory provisions (Sections 13283-13289, 19370, 19380-19381, 19383-19384, 19386) and renumbers remaining sections to reflect updated voting machine procedures.

• Authorizes reimbursement to local agencies and school districts for state-mandated costs under Government Code Part 7 if the Commission on State Mandates determines such costs apply.
