Restates California's policy goal to divert at least 75% of solid waste through source reduction, recycling, anaerobic digestion, electricity generation, or composting by 2020 and annually thereafter.

Requires the Department of Resources Recycling and Recovery to investigate emerging technologies that convert used plastic products into new plastic feedstock, such as propylene monomer.

Requires adoption of regulations and protocols by January 1, 2016 to encourage waste-to-energy and waste-to-fuel pyrolysis projects addressing various grades of plastic in landfills.

Requires annual reporting to the Legislature beginning January 1, 2016 on possible incentives for businesses and organizations using advanced material separation and recovery techniques to locate recycling centers in California; reporting requirement ends January 1, 2020.

Maintains existing requirement that cities and counties cannot be required to exceed 50% diversion rates established under current law.
