Expands civil remedies available to individuals whose constitutional or statutory rights are interfered with through threats, intimidation, or coercion to include equitable and declaratory relief to eliminate patterns or practices of interference.

Authorizes the Attorney General, district attorneys, and city attorneys to seek civil penalties of $25,000 per violator in actions to protect rights, with penalties awarded to individuals whose rights were violated.

Requires courts to include a warning statement in temporary restraining orders and injunctions that violation is a crime punishable under Penal Code Section 422.77, and mandates law enforcement notification within one business day.

Restricts speech-based actions to situations where speech itself threatens violence against specific persons or groups who reasonably fear the threat will be carried out and the speaker has apparent ability to do so.

Specifies that orders issued cannot restrict content of speech but may restrict time, place, or manner of speech only to the extent reasonably necessary to protect constitutional or statutory rights.
