Maintains existing requirements that 5% of charity day distributions go to a welfare fund for racing workers and 5% to assistance programs for horsemen and backstretch personnel affected by substance abuse

Preserves the requirement that 20% of distributions fund endowment accounts to assist disabled jockeys, with distributions ceasing once the nonprofit corporation or trust reaches $2 million in cumulative distributions
