Requires transferring courts to determine the amount of victim restitution before transferring a probation or mandatory supervision case to another county, unless the determination cannot be made within a reasonable time.

If a case is transferred before restitution amount is determined, the transferring court must complete the determination as soon as practicable.

Directs the Judicial Council to promulgate rules of court for transfer procedures and adopt factors for courts to consider when determining transfer appropriateness, including permanency of residence, local programs, and restitution orders.

Maintains existing requirement that receiving county courts accept entire jurisdiction over transferred cases and that courts prioritize transfer investigations.
