Requires each motor fuel transaction in California to include information about the estimated cost of compliance with any market-based compliance mechanism adopted by the State Air Resources Board, effective February 15, 2015.

Mandates the Division of Measurement Standards to calculate and post on its website by February 15, 2015 the estimated cost per gallon of motor fuel resulting from greenhouse gas emissions compliance, using a specified formula based on carbon dioxide emissions and auction clearing prices.

Requires wholesale motor fuel invoice preparers to include a statement after February 15, 2015 indicating the estimated increased cost per gallon due to Greenhouse Gas Emissions Reduction regulations.

Requires retail motor fuel sellers to affix a sticker to fuel dispensers after March 15, 2015 stating the estimated increased cost per gallon due to Greenhouse Gas Emissions Reduction regulations.

Specifies that no state reimbursement is required because the cost to local agencies and school districts results only from the bill creating a new crime or infraction.
