Extends the requirement that at least 50% of asphalt pavement used in state highway projects contain rubberized asphalt concrete from January 1, 2015 to January 1, 2020.

Postpones authorization for the Department of Transportation to use any material meeting the definition of asphalt containing crumb rubber until January 1, 2020.

Authorizes the Department of Resources Recycling and Recovery to award grants for public works projects using tire-derived products to create parklets, greenways, or both in disadvantaged communities.

Requires the department to give priority funding to tire-derived product projects that create parklets or greenways in disadvantaged communities (defined as those with median household income less than 80% of statewide median).

Defines "parklet" as a small urban park with amenities such as seating, tables, bicycle racks, and landscaping, and "greenway" as a travel corridor for pedestrians and bicycles along natural landscape features.
