Requires city, county, city and county, or state government entities operating voluntary firearm buy-back programs to process each functioning handgun received by performing ballistics testing, firearms tracing, or cataloging and storing the firearm.

Ballistics testing results must either be submitted to the National Integrated Ballistics Information Network or retained by the program.

Alternatively, firearms may be traced through the Bureau of Alcohol, Tobacco, Firearms and Explosives National Tracing Center.

Exempts antique firearms as defined in Penal Code Section 16170(c) from these processing requirements.

Defines a "voluntary firearm buy-back program" as a program where government entities buy or receive firearms from the public to reduce the number of firearms in the community.
