Increases civil penalties for knowingly employing runners, cappers, steerers, or other persons to procure clients or patients for workers' compensation or insurance claims from $5,000-$10,000 to $10,000-$25,000 per violation.

Applies penalty adjustment to violations of Insurance Code Section 1871.7 and Penal Code Sections 549, 550, and 551 related to insurance fraud.

Maintains existing provisions allowing civil actions by district attorneys, insurance commissioners, and private parties to recover penalties plus up to three times the amount of fraudulent claims.

Preserves existing remedies and procedures for fraud enforcement, including whistleblower protections and provisions for allocation of recovered funds between government agencies and private parties bringing actions.
