Establishes the California National Guard Military Family Relief Fund as an account within the California Military Department Support Fund to provide financial aid grants to California National Guard members called to active duty.

Requires the Military Department to establish eligibility criteria for grants by January 1, 2015, including demonstration of financial need, current Guard membership, California residency, and at least 60 consecutive days of active duty deployment.

Authorizes grants to be used only for food, housing, child care, utilities, medical services, prescriptions, insurance, and vehicle payments.

Disqualifies National Guard members who received punitive discharge or administrative discharge with service characterized as under other than honorable conditions from receiving grants.

Transfers all remaining funds from the former California Military Family Relief Fund to the California Military Department Support Fund on January 1, 2015, to be disbursed according to the original intent of taxpayer contributions.
