Amends the definition of "person" in the Electronic Waste Recycling Act of 2003 to exclude the United States and its agencies and instrumentalities from coverage under the electronic waste recycling fee requirements.

Removes the definition of "CalRecycle" as a separate term and instead uses the full name "Department of Resources Recycling and Recovery" throughout the statute.

Maintains all other definitions and requirements related to covered electronic devices, retailers, recyclers, and the Electronic Waste Recovery and Recycling Account without substantive changes.

Clarifies that state and local government entities (cities, counties, districts, and state agencies) are still considered "persons" for purposes of the act, but federal entities are now excluded.
