Authorizes nonminor dependent parents living in supervised independent living placements to develop a written parenting support plan with an identified responsible adult mentor and county child welfare or probation representatives, effective July 1, 2015.

Increases monthly payments to nonminor dependent parents by an additional $200 per month once their parenting support plan is completed, approved by the county, and the identified responsible adult meets specified criteria.

Requires identified responsible adults to be at least 21 years old, meet minimum criteria established by the Department of Social Services, and pass criminal records and Child Abuse Central Index checks.

Directs the State Department of Social Services to convene a working group by February 1, 2015 with county welfare directors and child welfare advocates to develop an all-county letter specifying minimum criteria for identified responsible adults, to be issued by June 30, 2015.

Establishes procedures for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
