AB 2670 Summary

• Enacts the Small Business Technical Assistance Act of 2014, designating the Governor's Office of Business and Economic Development (GO-Biz) as the lead state entity for overseeing California's participation in five federal small business technical assistance programs: the California Small Business Development Center Program, Women's Business Center program, Veteran Business Outreach Center program, Service Corps of Retired Executives (SCORE), and the Procurement Technical Assistance Cooperative Agreement program.

• Authorizes GO-Biz or any other state entity to contract with federal small business technical assistance centers and requires reporting on state-funded activities related to these programs.

• Requires the State Chair of the California Small Business Development Center Leadership Council or contract leads for other federal programs to submit annual reports to GO-Biz by August 30 when state funds are appropriated, including data on businesses assisted, jobs created and retained, capital obtained, and estimated state tax revenue generated.

• Mandates the GO-Biz director to submit received reports to the Legislature and post them on GO-Biz's website within 30 days, ensuring transparency and accountability in state support of these programs.

• Establishes comprehensive legislative findings recognizing the importance of these federal programs in supporting California small businesses and the state's interest in collaborating with them through a seamless network of federal, state, and nonprofit services.
