Requires the Public Utilities Commission to initiate a proceeding by March 31, 2015 to identify disadvantaged communities in the San Joaquin Valley that meet specified criteria, including at least 25 percent CARE program enrollment and proximity within seven miles of a natural gas pipeline.

Directs the commission to analyze economic feasibility of extending natural gas pipelines, increasing electricity subsidies, and other alternatives to increase access to affordable energy in identified disadvantaged communities.

Requires the commission to determine which analyzed options would increase access to affordable energy in a cost-effective manner and take appropriate action with identified funding sources.

Defines San Joaquin Valley as consisting of Fresno, Kern, Kings, Madera, Merced, San Joaquin, Stanislaus, and Tulare counties.
