Prohibits civil compromise of misdemeanor offenses committed in violation of Vehicle Code Section 20001(a), which requires drivers involved in accidents resulting in injury or death to immediately stop at the scene.

Adds hit-and-run violations to the existing list of offenses that cannot be civilly compromised, which already includes domestic violence, elder abuse, and child abuse cases.

Maintains existing civil compromise rules for other misdemeanors, where an injured person can acknowledge receipt of satisfaction and the court can stay proceedings upon payment of costs.
