Increases the minimum recycled product purchase requirement for state agencies from 50% to 75% of reportable purchases, effective January 1, 2020

Maintains the 50% recycled product requirement for paint, antifreeze, and tires instead of increasing to 75%

Removes the exception that previously exempted the Department of Forestry and Fire Protection from annual reporting requirements on recycled product purchases

Requires state agencies to report annual progress to the State Agency Buy Recycled Campaign board using the SABRC report format
