Allows pupils serving as members of precinct boards for elections to be excused from school without being required to participate in independent study for 5 or more consecutive school days, provided they complete missed assignments and tests and submit a written report on their precinct board activities.

Specifies that absences for serving on precinct boards shall not be considered absences for purposes of generating state apportionment payments, making them equivalent to other excused absences.

Requires pupils absent for precinct board service to complete all missed assignments and tests within a reasonable timeframe, with teachers ensuring coursework is reasonably equivalent to what was missed.

Declares the act an urgency statute to take effect immediately, necessary to allow pupils to participate in the November 4, 2014 statewide general election.

Amends Education Code Sections 46300 and 48205 to establish the excused absence provisions for student election board service.
