Amends Vehicle Code Section 23550.5 to authorize enhanced penalties for driving under the influence (DUI) or DUI causing injury convictions that occur within 10 years of a separate prior felony conviction for DUI, DUI causing injury, or vehicular manslaughter with gross negligence.

Enhanced penalties include imprisonment in state prison or county jail for up to one year and fines between $390 and $1,000.

Requires driver's license revocation and designates the person as a habitual traffic offender for three years following conviction under these enhanced penalty provisions.

Changes prior law by clarifying that enhanced penalties apply based on a "separate" prior conviction rather than the current offense occurring within 10 years of a prior conviction.

Specifies that no state reimbursement to local agencies is required for implementation costs.
