CA AB2703

Authorizes the Department of Veterans Affairs, in conjunction with the California Association of County Veterans Service Officers, to develop an allocation formula by July 1, 2015 based on performance standards that encourage innovation and reward outstanding service by county veterans service officers.

Requires that if an allocation formula is developed, state appropriated funds for county veterans service offices in the annual Budget Act must be allocated according to that formula among counties that have established and maintain a county veterans service officer.

Removes the urgency clause and requirement for immediate effect that was in earlier versions of the bill.

Changes the deadline for formula development from January 1, 2015 to July 1, 2015.

Removes the legislative intent provision and the additional $400,000 appropriation that were included in earlier versions.
