Replaces references to "part-time faculty" and "temporary faculty" with "contingent faculty" throughout California Education Code sections governing community colleges, standardizing terminology for non-regular instructors.

Defines contingent faculty as employees teaching not more than 67 percent of full-time hours per week and establishes that service as substitutes or in professional activities does not count toward contract or regular status eligibility.

Maintains the Legislature's policy that at least 75 percent of credit instruction hours in California Community Colleges should be taught by full-time instructors, with districts below this threshold required to use program improvement funds to increase full-time hiring or face budget withholding.

Establishes that contingent faculty should receive assignments at least six weeks in advance, be named in class schedules, have department participation rights, and receive compensation for office hours at a rate of one paid hour per two classes or 40 percent of full-time load.

Requires the Employment Development Department to issue a directive updating unemployment insurance eligibility determinations to reflect the terminology change from "part-time faculty" to "contingent faculty."
