Employment contracts for district or county superintendents executed or renewed on or after January 1, 2015, may include home purchase loans only if the employee is relocating to a high-cost housing area and the loan includes repayment provisions if employment is terminated.

School district governing boards must review proposed superintendent employment contracts at a regularly scheduled public meeting with all compensation terms and values listed on the agenda; contracts are void if compensation elements are not properly disclosed on the agenda.

School districts and county offices of education with websites must post annual expenditures including salary schedules for certificated and classified employees, cost of instruction, total expenditures, and per-pupil expenditure compared to statewide average.

County offices of education and school districts are added to the definition of "local agency" requiring local agency officials to complete ethics training before January 1, 2016, and at least every two years thereafter.

The bill imposes state-mandated local program costs for which reimbursement shall be made pursuant to existing statutory procedures if the Commission on State Mandates determines costs are state-mandated.
